Evaluating A Potential CSP Project

I need some help with some resources for a developer that is interested in building a CSP plant on 300 acres near Kramer Junction in CA. I need to develop a proposal to help him with a high-level decision to excercise an option to buy the land within 45 days.

Any place I can go to look for similar evaluations or for potential team members in the San Diego area?
